MINUTES OF THE DEVELOPMENT AUTHORITY
OF FORSYTH COUNTY

Pursuant to notice duly given, a training session meeting of the Development Authority of Forsyth County, Georgia was held on Tuesday September 7, 2021 from 10:00 AM until 2:00 PM at the Forsyth Conference Center at Lanier Technical College located at 3410 Ronald Reagan Blvd., Cumming, Georgia 30041

Present at the meeting were Development Authority Members: Joanne Tolleson, Bobby Thomas, Joe Stein, Larry Duckworth, Clayton Rhoads, and Grant Schmeelk. Also in attendance were: Slade Gulledge, Vice-President of Economic Development, Forsyth County Chamber; Al Nash; Kirk Wintersteen; Emory Lipscomb, and Amanda Davis with Lipscomb, Johnson, Sleister, Dailey & Smith, LLP.

The meeting was called to order by Chairman Joanne Tolleson at 10:00am. She turned over the floor to Grant Schmeelk who introduced the guest speaker, Al Nash, and thanked him for participating. Mr Nash previously served as CEO of the Development Authority of Fulton County and was a catalyst for the great success of that organization during his tenure there.

Mr. Nash gave a detailed presentation and offered to answer questions throughout. He began with a short biography, projects he has been involved with over the years, and suggestions on ways to improve the Development Authority of Forsyth County. He described the purpose of the Development Authority as helping to grow the tax base and jobs. Mr. Nash stressed that economic development is a team sport. One of the keys to success with a Development Authority is to build relationships with other teammates/stakeholders (e.g., Board of Commissioners, Tax Assessors, School Board, Chamber of Commerce, etc.) and to help educate them on the Development Authority’s role and what it can do to help. Another key to success for the Development Authority is to build relationships with State economic development officials, a network of developers, outside bond counsels, etc. These relationships are so important because they also build trust that is needed. Mr. Nash also explained how the deals that are done by the Development Authority will have halo effects that will ripple out and create more possibilities for the community.

Grant Schmeelk thanked Mr. Nash for coming and giving his presentation and Joanne for hosting the meeting including lunch. Joanne also thanked Mr. Nash for coming and Grant for arranging this valuable training session for the Development Authority. The meeting was adjourned at 2:00pm.
