Zoning Board of Appeals

The Zoning Board of Appeals, also known as the ZBA, is a quasi-judicial board that is appointed by the Board of Commissioners. Although each member is appointed to represent a specific Commission District (by the individual District Commissioner), they vote on all applications for all districts. The ZBA is tasked with holding a public hearing on all appeals of administrative decisions and all variances; with the exception of variance requests that would simultaneously apply to four (4) or more existing or proposed lots or units within a single subdivision, or for variance requests that were filed and scheduled to be considered simultaneously and pertaining to the same property with another application in which the authority to hold the public hearing rests with either the Planning Commission or Board of Commissioners. The ZBA does have decision making authority; however their decisions may be appealed to the Board of Commissioners.

Effective January 1, 2021, all applications for variances are to be submitted electronically through the Forsyth County online Customer Self Service portal (CSS).  The online CSS portal allows customers to submit applications and make Visa/Mastercard payments electronically.

District One

Mark is employed as a Senior Systems Engineer, serves on the board at Congregation Beth Israel, and is currently an active member of the Forsyth County Republican Party. He previously worked as a staff member for the Attorney General of the state of Florida and attended Florida State University. 

Mark, his wife Benita, and their two sons have resided in Forsyth County since 2001. Their older son attends Missouri State ROTC and their younger son, Jacob is a student at West Forsyth High School.


District Two

SreeRam Royyala has a masters degree in Engineering and more than twenty years of leadership experience working in a broad set of environments including Fortune 50 companies, SMBs, start-ups and non-profit organizations. He has expertise in managing, architecting, and developing enterprise IT applications with a diverse set of technologies, frameworks and specifications. Prior to Virima Technologies, he was founder and CEO at ZeroTouchWare, a provider of Enterprise Service Management solutions. Previously, SreeRam held technical and management positions at Delta Airlines and AT&T. SreeRam has a passion for community service and served as a member in Sharon Springs cityhood feasibility committee and Forsyth County Comprehensive Transportation Plan committee.


District Three

Mr. Kroell is a graduate of East Stroudsburg University of Pennsylvania with a Bachelor of Science degree in Education, majoring in the Social Sciences.

He began his professional career as a teacher in Philadelphia Pennsylvania; and a property and casualty underwriter for Liberty Mutual Insurance companies prior to moving into the field of information technology with Royal Globe Insurance Companies. He joined Insurance Systems of America as a manager of their processing services department and moved on to implementation project management. His consulting career led him through several years of system development and implementation to the position of director of Implementation Services in TRW's systems & information technology group; moving on then to Baan practice manager.

Activities outside of work have included involvement in his fraternity alumni association and housing corporation, President of the ISA Employee Association, Architectural Control committee chairman and Board of Directors member for the community homeowners association, and a member of the Forsyth County Public Facilities Authority.


District Four

Mr. Owen received a BBA from Florida Atlantic University majoring in Marketing and Finance.

Don and Donna moved to Forsyth County in 1995, moving to north Forsyth (from south Forsyth) into the Hampton Golf Village in 2003. Here he served on the HOA Board in 2014 and as President in 2015.

He retired from Consumer Product Sales in 2013 after a thirty six year career. His final fifteen years were as a sales manager for GlaxoSmithKline in the C-Store division where he was responsible for sales management and budgeting.

He currently enjoys spending time with his three children and their families.


District Five

Lon, a resident of Forsyth County since 1972, attended Gainesville College, where he majored in business. His 34-year career with AT&T has focused on project management and software development.

Lon is an active volunteer in the community, often participating in Habitat for Humanity build events, March of Dimes March for Babies walks, and various other charitable events. Lon also serves as President of his community homeowners association.

Lon and his wife, Cindy, are avid car collectors and spend their spare time traveling throughout the Blue Ridge mountains.
