A meeting of the Development Authority of Forsyth County will be held at

9:00 a.m. on Thursday, February 16, 2017, in the Commissioners' large

Conference Room located on the second floor, Suite 210 of the Forsyth County

Administration Building, 110 East Main Street, Cumming, Georgia 30040.

Agenda for the meeting is as follows:
1. Consideration of approval of Minutes of the December 8, 2016, meeting.

2. New Board Member introduction.

3. Election of 2017 Officers.

4. Secretary/Treasurer’s Report.

5. Board Member terms.

6. 2017 Budget.

7. Incentive meeting with Commissioners.

8. Updates.

9. Any other matters to be considered by the members.

The meeting is open to the public and any interested persons are invited to attend.

A request was received on February 15, 2017, at 2:59 p.m. for consideration of the Development Authority at its February 15, 2017, meeting for an Inducement for Project Deuce.

The meeting is open to the public and any interested persons are invited to attend.

MINUTES OF THE DEVELOPMENT AUTHORITY
OF FORSYTH COUNTY


Pursuant to notice duly given, a meeting of the Development Authority of Forsyth County, Georgia was held on Thursday, February 16, 2017, at 9:00 a.m. in the Commissioners' Large Conference Room located on the second floor, Suite 210 of the Forsyth County Administration Building in the City of Cumming, Georgia.

Present at the meeting were Development Authority Members: David Seago, Bobby Thomas; Joanne Tolleson, Lynn Jackson, Ben Knight and Larry Duckworth. Also in attendance were: James McCoy, President and CEO Cumming/Forsyth County Chamber of Commerce; Robert Long, Vice-President of Economic Development Cumming/Forsyth County Chamber of Commerce; Kelly Whitmire of The Forsyth County News; Emory Lipscomb and Angie Mullinax with Lipscomb, Johnson, Sleister, Dailey & Smith, LLP.

The meeting was called to order by Chairman, David Seago.

Pledge of Allegiance was given by all those present.

Chairman Seago asked that an Inducement for Project Deuce which was received late Wednesday afternoon be added to the agenda and Minutes of the December 8, 2016, meeting were considered with a motion by Ben Knight and a second from Lynn Jackson to approve as presented. Minutes and the addition of the Inducement for Project Deuce were unanimously approved by all members present (Jim Grogan being absent).

Notice was properly posted for the consideration of the Inducement of Project Deuce.

Chairman Seago welcomed new Development Authority Member, Larry Duckworth to the Board. Larry gave members a brief bio on himself and his vision for the role the Development Authority should play in the attraction of companies with high paying jobs to Forsyth County.

Chairman Seago asked members to please say “Thank you” to Tim Perry when you see him for his service to the Development Authority as he decided not to seek reappointment.



Chairman Seago announced that Angie had provided members with a copy of the Development Authority Bylaws and that his, Lynn Jackson and Ben Knight’s terms would be up in March. Bobby suggested that Chairman Seago discuss with the Board of Commissioners extending some of the terms to five (5) years so that the terms would be staggered and members reappointments would not come up all at the same time.

An election of 2017 officers was held. Bobby Thomas made a motion for David Seago to remain as Chairman, with a second by Ben Knight was unanimously approved by all members present (Jim Grogan being absent). Ben Knight made a motion for Bobby Thomas to remain as Vice-Chairman, with a second by Lynn Jackson was unanimously approved by all members present (Jim Grogan being absent). Bobby Thomas made a motion for Joanne Tolleson to remain as Secretary/Treasurer, with a second by Larry Duckworth was unanimously approved by all members present (Jim Grogan being absent). Chairman Seago made a motion to appointment Larry Duckworth as Assistant Secretary/Treasurer, with a second by Bobby Thomas was unanimously approved by all members present (Jim Grogan being absent).


Joanne Tolleson presented the 2016 Budget which she will amend to include the $6,352.20 Georgia Trend Magazine payment. Also, Joanne presented the Financial Report which included the Income Statement, Balance Sheet, Economic Development Balance Sheet and Sources & Uses of Funds Year to Date and copies of recent bank statements. Bobby Thomas made a motion with a second by Ben Knight to adopt the Financial Report. Financial Report was unanimously approved by those members present (Jim Grogan being absent).

A brief discussion was held regarding the 2017 Budget. Robert Long will be putting it together and bringing it back to the members for their consideration at a future meeting.

Chairman Seago announced that he and Robert would be presenting an incentive comparison to the Board of Commissioners at a Special Called Meeting on February 21, 2017, at 11:00 a.m.

Chairman Seago informed the members that there would be an Advanced Training session in Athens on June 22, 2017, if anyone was interested in attending.




Robert Long provided the members with an Executive Summary of Project Deuce who will be headquartered here in Forsyth County. Robert reported that Project Deuce just confirmed its location in Forsyth County yesterday afternoon and that Governor Deal would hopefully be making an announcement February 28, 2017. He also informed the members that the Board of Commissioners had previously discussed Project Deuce and approved the closing of a road for this location.

Upon a motion by Lynn Jackson and a second by Bobby Thomas the Inducement of Project Deuce was unanimously approved by all members present (Jim Grogan being absent).

Upon a motion by Bobby Thomas and a second by Chairman Seago, it was unanimously approved to adjourn the meeting.
