The Forsyth County Board of Commissioners will hold a Special Called Meeting on Thursday, February 2, 2017 @ 10:30 a.m. in the Commissioners' Large Conference Room, Suite 210 in the Forsyth County Administration Building located at 110 East Main Street, Cumming, Georgia 30040.

 

The purpose of the Special Called Meeting will be for discussion and consideration of the items as outlined on the agenda and such other business as may properly come before the Board.

FEBRUARY 2, 2017

On Thursday, February 2, 2017 at 10:33 a.m., in the Commissioners’ Conference Room of the Forsyth County Administration Building, the Forsyth County Board of Commissioners held a Special Called Meeting with the following persons present: Todd Levent – Chairman, Rick Swope – Vice Chairman, Ralph J. Amos – Member, Doug Derrer – County Manager, Tim Merritt – Deputy County Manager, Ken Jarrard – County Attorney and Cindy Henderson – Deputy Clerk.

Commissioner Semanson and Commissioner Mills were absent during this portion of the meeting.

Chairman Levent recognized a quorum and called the meeting to order.

ADOPTION OF AGENDA

There was a motion by Commissioner Swope and a second by Commissioner Amos to adopt the agenda as presented. Motion carried with three members in favor (Levent, Swope and Amos) and two members absent (Semanson and Mills).

The County Attorney advised the Board that, depending on the length of this meeting, there may be a need for an Executive Session.

UNDER ITEMS FOR REVIEW AND DISCUSSION THE FOLLOWING ACTIONS WERE TAKEN:

(1) Discussion of Recruitment Plan to fill the County Manager Position

Stephen Egan, Senior Vice President of The Mercer Group, Inc., came before the Board to discuss the recruitment plan to fill the County Manager position. A handout titled “Executive Search Services for the Position of County Manager” was distributed to the Board. This handout included questions to assist the Board in building a profile of the individual being sought. An Executive Search timeline, an Executive Search Process and Management Philosophy were also included and provided details on how the search will be conducted. Sample Position Profiles (which will be the first deliverable) were also included. A copy of the handout is on file in the minute folder.

Commissioner Semanson and Commissioner Mills arrived at the meeting.

During the process, individual interviews will be held with Board members, department heads, County Manager, Deputy County Manager, Elected Officials, Constitutional Officers and Administration staff to identify expectations, perceptions and concerns regarding the position. It was determined that Carol Haag, Assistant to the County Manager, would be the liaison/contact person and will coordinate the scheduling of these meetings. Jodi Gardner, Director of Communications, will assist with providing photos for the Position Profile. It is anticipated that the interviews will begin next week.

(2) Discussion of SPLOST VIII

The County Manager distributed the following documents: Summary of SPLOST VIII Proposed Projects, Space Utilization Study Report Summary and SPLOST VIII Projections (July 2019-June 2025). A copy of the documents are on file in the minute folder.

The timeline was also discussed. Upcoming election dates which could be considered are May 22, 2018, November 6, 2018 and March 19, 2019. The Board discussed the date of November 6, 2018 as the most likely date to put SPLOST VIII on the ballot.

There was also discussion regarding the establishment of a SPLOST VIII committee. The Chamber of Commerce has been involved in this in previous years. The County Manager will reach out to the Chamber to see if they have an interest in participating.

There was no action taken.

There was a motion by Commissioner Swope and a second by Commissioner Mills to recess the Special Called Meeting and enter into Executive Session for the purposes of Litigation, Land Acquisition and/or Personnel. Motion carried unanimously.

The Board came out of recess and reconvened the Special Called Meeting with all members present.



There was a motion by Commissioner Semanson and a second by Commissioner Swope to adjourn. Motion carried unanimously.
