FORSYTH COUNTY PLANNING COMMISSION
REGULAR MEETING
SEPTEMBER 28, 2010

PLANNING COMMISSION MEMBERS PRESENT: Barry Russell, Pam Livesay, Brant
Meadows, Matt Murphy and Jim Quinn

BOARD OF COMMISSIONER MEMBERS PRESENT: Patrick Bell and Jim Boff

BOARD OF COMMISSIONER MEMBERS ABSENT: Brian Tam, Charles Laughinghouse and Jim Harrell

ALSO PRESENT: Tom Brown- Assistant Director, Matt Bucchin- Principal Planner, Teressa M. Cox, Planner II and Bill Powell from the Forsyth County Engineering Department.

MEETING CALLED TO ORDER: Chairman Russell called the meeting to order. The Invocation and Pledge of Allegiance were given by Chairman Russell.

REVIEW OF MEETING RULES AND PROCEDURES: Teressa Cox read the meeting rules and procedures.

UNDER ADOPTION OF MINUTES THE FOLLOWING ACTION WAS TAKEN:
There was a motion by Brant Meadows and a second by Pam Livesay to adopt the minutes of the June 15, 2010, July 20, 2010 and August 17, 2010 Work Sessions and the July 27, 2010 and August 24, 2010 Regular Meetings.

Motion carried unanimously.

UNDER ANNOUNCEMENTS THE FOLLOWING ACTIONS WERE TAKEN: None.

UNDER ADDITIONAL REQUESTS: None.

UNDER OLD BUSINESS THE FOLLOWING ACTION WAS TAKEN:

Proposed Changes to Unified Development Code

There was a motion by Pam Livesay and a second by Jim Quinn to open the public hearing. The motion carried unanimously.

Speaking in favor: Ethan Underwood.

Speaking in opposition: Chester Kramarski.

There was a motion by Brant Meadows and a second by Jim Quinn to keep the public hearing open and continue on October 26, 2010. Motion carried unanimously.

UNDER NEW BUSINESS THE FOLLOWING ACTION WAS TAKEN: None.


UNDER PUBLIC HEARINGS FOR CONDITIONAL USE PERMITS THE FOLLOWING ACTIONS WERE TAKEN: None.


UNDER PUBLIC HEARINGS FOR HOME OCCUPATION PERMITS THE FOLLOWING ACTION WAS TAKEN:

Jodi Ann May HP100001 Commission District #4

The applicant is requesting a Home Occupation Permit (HOP) to operate a bakery within the home in 121 square feet of the residence on 2.00 acres of property currently zoned Agricultural-Residential. This property is located at 6080 Antler Drive, Gainesville, GA. There was a motion by Pam Livesay and a second by Matt Murphy to open the public hearing. The motion carried unanimously.

Speaking in opposition:
No one speaking in opposition

There was a motion by Pam Livesay and a second by Matt Murphy to close the public hearing. The motion carried unanimously. There was a motion by Matt Murphy and a second by Jim Quinn to send this request to the Board of Commissioners with a recommendation of APPROVAL with the following conditions:

1. No customer pickup from home.

2. A minimum of one smoke detector and one 30 pound ABC fire extinguisher in the room to be utilized.

Motion carried unanimously.

PUBLIC HEARINGS FOR REZONINGS: None.

UNDER ADJOURNMENT:

There was a motion by Pam Livesay and a second by Brant Meadows to adjourn the meeting. The motion carried unanimously.
