SPECIAL CALLED MEETING
JULY 22, 2010
On Thursday, July 22, 2010 at 6:04 p.m., in the Commissioners’ Meeting Room of the Forsyth County Administration Building, the Forsyth County Board of Commissioners held a Special Called Meeting with the following persons present: Charles Laughinghouse – Chairman, Jim Harrell – Vice Chairman, Jim Boff – Secretary, Brian R. Tam – Member, Patrick B. Bell – Member, Doug Derrer – County Manager, Ken Jarrard – County Attorney and Sonya Bush - Clerk.

The Chairman recognized a quorum and called the meeting to order.
Without exception, the Invocation and Pledge of Allegiance were omitted since they were given at the Special Called Public Hearing at 5:00 p.m.
ADOPTION OF AGENDA
There was a motion by Commissioner Harrell and a second by Commissioner Boff to adopt the agenda as presented. Motion carried unanimously.
UNDER ITEM FOR CONSIDERATION THE FOLLOWING ACTIONS WERE TAKEN:
Adoption of resolution for the purpose of adopting the 2010 millage rate
There was a motion by Commissioner Harrell and a second by Commissioner Bell to set the millage rate for the GO Bond at 0.947 mills (lowers the GO Bond millage rate from 1.196 mills to 0.947 mills). Motion carried unanimously.
There was a motion by Commissioner Bell and a second by Commissioner Harrell to adopt the millage rate for the Fire M&O at 1.975 mills. Motion carried unanimously.
There was a motion by Commissioner Boff and a second by Commissioner Laughinghouse to increase the M&O millage rate by 0.6 mills. Motion failed due to lack of a majority vote with two members in favor (Laughinghouse and Boff) and three members in opposition (Harrell, Tam and Bell).
There was a motion by Commissioner Tam and a second by Commissioner Bell to raise the M&O millage rate for 2010 to 5.429 mills which is an increase to the M&O millage rate of 1.595 mills. Motion failed due to lack of a majority vote with one member in favor (Tam) and four members in opposition (Laughinghouse, Harrell, Boff and Bell).
Without exception, the Board took a recess.
The Board came out of recess and reconvened the Special Called Meeting.
There was a motion by Commissioner Tam and a second by Commissioner Bell to increase the M&O millage rate by 1.15 mills. Motion failed due to lack of a majority vote with one member in favor (Tam) and four members in opposition (Laughinghouse, Harrell, Boff and Bell).
There was a motion by Commissioner Laughinghouse and a second by Commissioner Boff to increase the M&O millage rate by 0.9 mills. Motion carried with three members in favor (Laughinghouse, Boff and Bell) and two members in opposition (Harrell and Tam).
There was a motion by Commissioner Laughinghouse and a second by Commissioner Boff to adopt the Resolution adopting a millage rate of 0.24719 for the year 2010. Motion carried with four members in favor (Laughinghouse, Boff, Tam and Bell) and one member in opposition (Harrell).
There was a motion by Commissioner Harrell and a second by Commissioner Bell to adjourn. Motion carried unanimously.
