PUBLIC NOTICE
NOTICE OF APPLICATION FOR A NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM PERMIT TO DISCHARGE TREATED WASTEWATER INTO THE WATERS OF THE STATE OF GEORGIA The Georgia Environmental Protection Division (EPD) is considering the reissuance and modification of the NPDES Permit for the following permittee, subject to specific pollutant limitations and special conditions: Forsyth County Department of Water and Sewer, 110 East Main Street, Suite 150, Cumming, Georgia, 30040, NPDES Permit No. GA0038695, to provide for a cold weather discharge (November through April) from the existing Forsyth County Fowler Water Reclamation Facility located at 4050 Carolene Way, Cumming, in Forsyth County, Georgia. The facility is currently covered under a Land Application Permit No. GAJ020186 with a permitted flow of 1.25 MGD and expansions to 1.88 and 2.5 MGD. The cold weather discharge flows correlate to an additional 25% of the monthly average flows in the LAS permit, equating to 1.56, 2.35 and 3.13 MGD respectively, to discharge to Big Creek in the Chattahoochee River Basin seasonally (November through April). Persons wishing to comment upon or object to the proposed permit are invited to submit their comments in writing to the EPD address below, or via e-mail at EPDcomments@dnr.state.ga.us, no later than thirty (30) days after this notification. If you choose to e-mail your comments, please be sure to include the words “NPDES Permit reissuance: Forsyth County – Fowler Water Reclamation Facility (Forsyth County)” at the top of the first page of comments. A public hearing may be held where the EPD Directors finds a significant degree of public interest in the proposed permit. The permit application, draft permit, and other information are available for review at 4220 International Parkway, Suite 101, Atlanta, Georgia 30354, between the hours of 8:00 a.m. and 4:30 p.m., Monday through Friday and at the office of the Forsyth County Department of Water and Sewer, 110 East Main Street, Suite 150, Cumming, GA 30040 between the hours of 8:30 a.m. and 5:00 p.m. Monday through Friday.
