Commissioner Charles Laughinghouse was first elected to serve as the District 1 commissioner in 2002 for the 2003-2006 term. He was re-elected to a second term in 2006 and was chosen to serve as chairman of the Board of Commissioners in 2007, 2008, 2009 and 2010.
During his time in office, Commissioner Laughinghouse has maintained a focus on controlled growth, by calling for a 180-day moratorium on zoning applications for Planned Unit Developments and Conditional Use Permits and again later by calling for a moratorium on residential rezoning until an infrastructure survey could be completed and the Unified Development Code updated.
Commissioner Laughinghouse retired in 2003 after a forty-year engineering career in research and development. He holds seven U.S. patents.
Commissioner Laughinghouse received his Bachelor of Science degree in electrical engineering from the University of Pittsburgh. He also completed his Master of Science and Doctor of Science course work at the University of Pittsburgh and received a Master of Engineering Administration degree from The George Washington University in Washington, DC.
Charles and his wife Becky are members of Cumming First United Methodist Church.
