The Forsyth County Parks and Recreation Board will hold its regular meeting on Wednesday, January 4, 2017 at 7:00 p.m.  The meeting will be held at Fowler Park Recreation Center located at 4110 Carolene Way, Cumming, GA 30040.

 

The purpose of the meeting will be for discussion and consideration of the items as outlined on the agenda and such other business as may properly come before the Board.

On Wednesday, January 4, 2017 at 7:00 p.m., the Forsyth County Parks and Recreation Board held their Regular Meeting with the following members present: Gary Cooper – Chairman, Kimberly Brown – Vice Chairman, Joe Brown and Chandon Adams – Members. Staff Present: Jim Pryor – Director, Parks & Recreation, Tommy Bruce – Deputy Director, Parks & Recreation, Wayne Maddox – Athletic Manager, Jim Brennan – Recreation Manager, Matt Pate – Natural Resource Manager, Wendy Frazier and Rhonda Talbott – Clerks to the Board. A fifth member to the Board has not been appointed at this time for District 5.

I. Call Meeting to Order- Gary Cooper, Chair – Recognizing a quorum, the meeting was called to order at 7:00 p.m.

II. Pledge of Allegiance

III. Introduction of New Members Appointed to the Board – Chandon Adams was introduced as new member to the Board for District 1.

IV Recognition of Service for Members Leaving the Board – Steve Dabbs was recognized by the Board for his service on the Parks & Recreation Board from 2012 to 2016. Todd Holbrook was also recognized for his service but was not in attendance.

V. Discussion and Appointment of Officers for 2017 Parks & Recreation Board – There was a motion by Kimberly Brown and a second by Joe Brown to appoint the Chairman as Gary Cooper and the Vice Chairman as Kimberly Brown for 2017. Motion carried 4-0.

VI. Approval of meeting minutes from November 2, 2016 meeting – There was a motion by Kimberly Brown and a second by Gary Cooper to approve the minutes from the November 2, 2016 Regular Meeting. Motion carried 4-0.

VII. Citizens Wishing to be Heard (Regarding Non Business Session Items) – None.

The above were updates only, no action taken.

*Request by citizen Patrick Britt to address the board with comments and a proposal
regarding non-resident participation and field allocation in Forsyth County parks.

Mr. Britt appeared before the Board to speak regarding his concerns with out-of- county residents using Forsyth County fields. Mr. Britt stated 25-65 percent of the fields are being used by for-profit soccer associations. He also stated he feels UFA is given priority for turf fields. He also feels that UFA has not been paying appropriate fees for out of county players. He indicated that UFA has shortchanged the County nearly $1.2 million dollars over the past 8 years.

Wayne Maddox, Athletic Manager, addressed the Board regarding the current fee structure for collecting county and out-of-county fees. He stated the county fee is currently $20.00 per player and out-of-county residents pay an additional 20% on top of the $20.00 fee. He also stated that due to the confusing language of the Resident and Non-Resident Participation Fee, he is recommending a change in the language to Item 6 of the Financial Requirements for Volunteer Organizations policy.

After lengthy discussion and hearing various comments from the audience, there was a motion by Joe Brown and a second by Kimberly Brown to request the Parks & Recreation staff to conduct a GIS geographical analysis for the breakdown of resident participation for the youth athletic sports that occupy rectangular fields (football, soccer, lacrosse). Motion carried 4-0.

There was a motion by Gary Cooper and a second by Chandon Adams to table the request to change Section 6 of the Financial Requirements for Volunteer Organizations policy until the February 2, 2017 meeting. Motion carried 4-0.

There was a motion by Kimberly Brown and a second by Joe Brown to state for the record – Any fee discrepancy from past contracts needs to be addressed at the Board of Commissioner level through the County Attorney. Motion carried 4-0.
