The At Risk Children Committee (ARCC) was formed in September 2000 pursuant to O.C.G.A. 15-11-10 and is made up of community agencies: the Juvenile Court, partnered with representatives from the Council on Youth, Department of Family and Children Services, Department of Juvenile Justice, Board of Education, Mental Health Department, District Attorney's office, Family Relations Program, Inc., Court Appointed Special Advocates (CASA), Child Advocacy Center and the Citizen Review Panel have committed services and personnel to serve on the ARCC Panel. Referrals to ARCC are made by agencies or citizens and the reviews are held at the Juvenile Justice Center. The two main functions of ARCC are: 1. To develop early intervention plans for children identified as being at risk of becoming deliquent, unruly or deprived, but who have not yet been adjudicated as such by the Court. 2. To assess and develop case plans and recommendations for approval by the Court for children who have been adjudicated delinquent, unruly or deprived by the Court. Agencies on the committee are allowed to exchange and share all information, medical records, school records, records of adjudication and disposition, treatment records and any other information or records which may assist the committee in providing services for at risk children and families assigned to the program. Case plans are then reviewed on a regular basis using the Citizen Review Panels. A total of 16 referrals were reviewed for the year 2003.
